With the hosts of the event already qualified and with eight countries achieving qualifications through their positions in the final standings of the 2019 edition, 12 more spaces were left available for teams from the Qualifiers to compete over.

Out of the seven Qualifiers pools, only three (pools B, C and D) were able to take place up until this point, with a decision being made for the rest of the remaining pools to take place in May 2021. From these pools, Bulgaria as Pool B winners, Turkey as Pool C winners, North Macedonia from Pool C as one of the best teams to finish second (same number of points as Turkey) and Latvia as Pool D winners have booked their place for EuroVolley 2021, while Spain, tied for points with Latvia, is still maintaining hopes of qualifying as one of the second best teams.
